The X/Y format means chord X with bass note Y. A2 is not a chord. The person may have meant Asus2, however C# is the major third, so if you have it in the bass, then it’s in the chord and you no longer have sus2, but add9.

Basically, that doesn’t make sense. Whoever wrote that didn’t know what they were talking about.
