What is the name of the white blues singer that sits in a lounge chair with his guitar. Fishbone something?

He wears a little hat, I think, sunglasses, mustache, black suits. he is really soft and kinda mumbling his very simple but cool tunes. The music is like blues / ragtime mellow. I keep thinking Fishbone or hambone. Help
