Is it okay if the guitar string wraps around it on the tuning machine?

I was restringing my electric and the low E string wrapped around a little too many times and now it is wrapped around itself. Is it okay?

It is not that big of an agreement, but if you do not already cut the extra string off you might want to try again, it is slipping you will need to tighten it again. As long as the string tension is constant, it will remain in harmony.
